Were we supposed to buy two sets, one for grandparent and one for grandchild? We gifted this to the grandparent out of state and, having received the first letter, have nothing to send back. Obviously we can use our own paper and envelope, but it feels like we're missing something here.

You should use your own stationery when writing back. The one teeny exception would be the Tic Tac Toe activity, as that would require multiple envelopes since you are sending the card back and forth! The Grandparent kit is meant to prompt correspondence between grandparent and grandchild with its whimsical questions and activities.
